Dear Readers!


The focus of this issue is placed on large-scale projects distinguished by the complexity, cost, and construction timelines.


These include nuclear power plants based on VVER-1200 reactor units, owing to the specific regulatory framework and safety requirements governing construction, operation, and experimental procedures.


Recently, the 15th International Scientific and Practical Forum on the construction and operation of unique and complex facilities, including nuclear power plants, was held in Hanoi, Vietnam.


In todays’ practical market economy, contractual forms of cooperation among parties involved in the implementation of an investment project are used to organize the construction of nuclear power plants. There are two main contract forms in the nuclear energy sector: EPC and EPCM.


The EPCM contract (engineering, procurement, construction, and management) is used in the construction of two 1,200 MW NPP units in Vietnam (the entire life cycle is managed by a single entity, in this case the Rosatom State Corporation group of companies).


Scientific and technical support is provided by specialized research organizations.


It is hoped that in future issues we will cover the construction of this plant, as well as the construction of the metro and technologically complex facilities in Russia.

The investment and construction sector of Russia represents a continuously evolving spatial, technical, organizational, economic, and social system. It comprises interconnected structural elements, including mechanisms for integrated territorial development, a set of construction enterprises and utility providers, as well as the population residing within the given territory.


The primary objective of integrated territorial development is to ensure balanced and sustainable development of settlements, municipal districts, and urban areas by improving the quality of the urban environment and enhancing the visual appearance, architectural style, and other characteristics of capital construction facilities.


A key prerequisite for the effective management of sustainable integrated territorial development is the implementation of a comprehensive program for the territorial and reproductive development of the real estate sector. The presence of such programs enables effective integration across all elements of the overall cause-and-effect chain: “territories →resources → reproduction → development.” It is within this conceptual framework that the articles in this issue of the journal are presented.

Уважаемые читатели!


Настоящий выпуск журнала посвящен итогам IX Национальной научно-практической конференции с международным участием «Жилье и городская среда», прошедшей 24 октября 2025 года.

В этом году Конференция была посвящена значимому событию – 95-летию кафедры «Организация строительства и управление недвижимостью» НИУ МГСУ – одной из старейших и наиболее многочисленных кафедр университета. Работа коллектива кафедры ОСУН на протяжении десятилетий приносит плоды в виде многочисленной плеяды ученых и практиков, подготовленных на базе ее научных школ: с момента основания кафедры было подготовлено 87 докторов наук, 650 кандидатов наук и многие тысячи специалистов, бакалавров и магистров.

К этой знаменательной дате в адрес кафедры поступило более 30 официальных поздравлений, в том числе от Минстроя России, МЧС России, Мосгордумы, ГУ МВД России по городу Москве, Института Генплана Москвы, Фонда «Институт экономики города», Ассоциации саморегулируемых организаций «НОПРИЗ», Ассоциации «Русское общество оценщиков», Ханойского строительного университета (Вьетнам), РУДН им. Патриса Лумумбы, Санкт-Петербургского ГАСУ, Белгородского ГТУ им. В.Г. Шухова, Томского ГАСУ, Пензенского ГАСУ, Воронежского ГТУ, Ростовского ГТУ, Новосибирского ГТУ, АО «РЖДстрой», ГК «ССК», ООО «ЛСР-Строй» и других организаций.


Работа Конференции проходила в рамках трех тематических научных секций:
Секция 1. Комплексное развитие территорий;
Секция 2. Восстановление и развитие новых регионов;
Секция 3. Судебная строительно-техническая и стоимостная экспертизы в инвестиционно-строительной деятельности.

Модераторами секций выступили представители Российской академии архитектуры и строительных наук, ГУ МВД России по г. Москве, ФБУ РФЦСЭ им. проф. А. Р. Шляхова при Минюсте РФ и других научных организаций.

Доклады прошедшей конференции представлены в настоящем выпуске журнала.

Строительство и недвижимость представляют собой развивающуюся сложную динамическую систему, в рамках которой происходит постоянное совершенствование строительных фирм и управляющих компаний, их интеграция и углубление отраслевой специализации. При этом строительные фирмы отличаются большим разнообразием по своим технико-экономическим характеристикам, числу занятых, объему строительных работ, величине используемого основного капитала, структурой и функциями и т.д.
Организационные механизмы взаимодействия субъектов инвестиционного процесса строительства включают разнообразные типы организаций и договорных отношений, используемых для решения конкретных инвестиционных задач. В практике отечественного строительства прослеживаются три типа организации инвестиционного процесса: традиционный тип организации (хозяйственный и подрядный методы), проектно-строительный тип организации (проектное управление) и профессиональное управление (девелоперский метод).
Система управления инвестиционными проектами, в основе которой девиз «время – деньги», предполагает образ мышления и деловую политику в сфере строительства с его капиталоемкостью и длительностью инвестиционного цикла, т.е. систему управления проектами можно рассматривать как управление инвестиционным циклом и всеми его участниками.
Этим вопросам посвящен номер журнала.

    Уважаемые читатели!


    Настоящий выпуск журнала посвящен итогам Всероссийской научно-практической конференции «Актуальные аспекты градостроительной деятельности. Новая философия развития городов», организованной Институтом Генплана Москвы, проходившей 31 октября и 01 ноября 2025 года в Деловом пространстве АНО «Среда возможностей».
    Работа конференции проходила в рамках четырех научных секций:
– Секция 1 «Архитектура»;
– Секция 2 «Транспорт»;
– Секция 3 «Технологии»;
– Секция 4 «Региональная повестка».
    С научными наработками выступили как сотрудники Института Генплана Москвы, так и эксперты других проектных и научных организаций. Кроме того, в формате экспертного диалога прошло обсуждение тем развития российских городов с позиции футуристического видения, территориального брендинга, вопросов развития образования и науки в будущем. В дискуссиях приняли участие приглашенные эксперты: архитекторы, руководители и специалисты ведущих проектных и научно-исследовательских институтов, преподаватели профильных учебных заведений. Выступили более сорока ведущих специалистов в области градостроительства, в том числе: Татьяна Гук – директор Института Генплана Москвы, Альберт Ефимов, вице-президент – директор управления исследований и инноваций ПАО Сбербанк, руководитель кафедры инженерной кибернетики МИСИС, Сергей Капков, заведующий учебно-научной лабораторией «Центр урбанистики» при экономическом факультете МГУ им. Ломоносова, Артем Укропов, архитектор, сооснователь бюро Megabudka, Анна Береговских – директор ИТП «Град», Нина Данилина – зав. кафедрой МГСУ, член-корр. РААСН, Марина Ракова – руководитель направления исследований крупнейших городов и агломераций России Института экономики города. Наиболее значимые доклады представлены в материалах журнала.
    Также в настоящем выпуске мы начинаем публикацию докладов IX Национальной научно-практической конференции с международным участием «Жилье и городская среда», посвященной 95-летию кафедры «Организация строительства и управление недвижимостью» НИУ МГСУ, прошедшей 24 октября 2025 года, которой будет посвящен один из следующих выпусков журнала.

    Современные рыночные отношения в сфере преобразования жилищного фонда превратили жилье в труднодоступное благо для значительной части населения. Особенно остро эти проблемы проявляются в историческом жилищном фонде, поскольку исторические жилые здания требуют дополнительных мер и средств для их охраны и воспроизводства.
   Выбор теоретической основы для формирования стратегии управления реконструкцией исторического жилищного фонда определяется теми условиями и ситуацией, которые складываются в конкретной среде функционирования исследуемой категории. При этом важнейшим условием процесса реконструкции является установление системы управления и организационных форм этого процесса.
    Процесс реконструкции развивается в настоящее время в двух направлениях:
  • реконструкция жилищного фонда исторических городов с сохранением и преобразованием старого жилищного фонда, ценного по градостроительным, архитектурным и историко-культурным характеристикам;
  • реконструкция жилой застройки периода массового индустриального домостроения.
    Главные задачи реконструкции города:
  • регулирование развития города путем переустройства планировочной структуры и совершенствования территориального зонирования;
  • обеспечение преемственности городского развития, сохранение и обогащение исторически сложившегося своеобразия планировки и пространственной композиции города;
  • оздоровление окружающей человека среды путем борьбы с загрязнениями и шумом, озеленения, обводнения, повышения уровня эффективности использования открытых пространств, совершенствования инженерного оборудования территории и другого;
  • совершенствование транспортной инфраструктуры, повышение комфорта и безопасности движения;
  • создание необходимых предпосылок для улучшения архитектурно-пространственной среды жилых районов, общегородского центра и других функционально-территориальных зон сложившейся части города.
   Проект реконструируемого района должен представлять собой целостный градостроительный замысел, в результате осуществления которого город, сохранив свой индивидуальный художественный облик, получит современное техническое оснащение, а его население — современный уровень комфорта.
    Этим и другим вопросам основных форм воспроизводства объектов недвижимости посвящен данный номер журнала.

 Характерные особенности современного капитального строительства — нестабильность инвестиционного климата, крайне неравномерная загрузка строительных мощностей, низкий уровень рентабельности строительного производства. В этих условиях актуальными становятся проблемы обеспечения устойчивости, надежности, мобильности, гибкости субъектов хозяйственной деятельности как их способности выживать и функционировать под воздействием дестабилизирующих факторов.
   Диверсификация, как направление повышения гибкости деятельности строительных компаний, а следовательно, и устойчивости их развития, относится как к конкретной территории строительства, так и к практическим аспектам современного развития инвестиционно-строительного комплекса России. Она бывает трех видов: конгломератной, коммерческой и горизонтальной.
     Конгломератная диверсификация — это возникновение в компании направлений по выпуску нового ассортимента строительной продукции, оказанию нового вида услуг; коммерческая диверсификация — это увеличение объемов строительно-монтажных работ; горизонтальная диверсификация — это поиск новых территорий для своей продукции. Диверсификация служит стимулирующим катализатором по обеспечению финансовой стабильности и устойчивости строительной компании.
   Для достижения максимальной результативности в деятельности строительных компаний важным является использование цифровых технологий и сочетание всех выше перечисленных видов их развития.
   В настоящем номере журнала уделяется значительное внимание этим и другим вопросам повышения гибкости субъектов строительной деятельности, в том числе за счет повышения уровня концентрации с одновременным углублением специализации подрядных фирм и сочетанием видов диверсификации производства.

    New phrases have entered our lives — self-preservation and sustainable development. It has become clear that they determine the success and efficiency of individuals, business communities and entire industries. Sustainable development can be viewed in two dimensions and entities. One definition characterizes the purposeful actions of a system that, while developing, moves along a target vector, deviating minimally from it under the influence of emerging external forces; the other definition is related to the activities of man, society and nature. It is believed that their joint development will be sustainable when in the aggregate becomes the adoption of a favourable decision for all at the same time.
    For the last decade, under the auspices of the UN, conferences have been held on a regular basis to formulate the principles of sustainable development of enterprises, territories, regions of the country, covering all types of activities (economic, environmental, political, social, intellectual) through a systemic representation of performance — economic efficiency, productivity, business activity, innovation and profitability.
    This issue of the journal is devoted to the principles and mechanisms of sustainable development of economic entities.

    Строительная система с позиций общественного разделения труда развивается в соответствии с характером функционирования отраслей народного хозяйства.
   Наиболее существенным фактором, ограничивающим формирование нового строительства, является землепользование. Территориальная организация строительства и необходимой городской инфраструктуры определяют необходимость рационального землепользования за счет создания механизма резервирования. Для этого городскими властями проводится комплексный анализ плотности селитебной и промышленной застройки. Данные инвентаризации учитываются девелоперскими компаниями в процессе подготовки строительства. Выявление и изучение резервных территорий существенно влияет на правильный выбор площадок строительства, в конечном итоге — на эффективность капитальных вложений.
   Вопросам развития, а именно земельных участков, посвящены представленные научные статьи в данном номере журнала.

     Прошедшая 28–29 ноября VIII Национальная научно-практическая конференция с международным участием на тему «Актуальные вопросы девелопмента в рамках комплексного развития территорий и обновления сложившейся застройки» показала повышенный интерес к данной проблеме как со стороны застройщиков (девелоперов), так и со стороны научного сообщества. Подтверждение этого – более 100 научных докладов и участие крупных строительных групп «Самолет», «Капитал групп», «Брусника» и др. в пленарном заседании и работе 7 секций.
     В общем случае цели девелопмента выступают как конкретное выражение его задач, сформированных как на обще региональном уровне, так и на уровне организационных единиц, и определяются под воздействием следующих факторов:
- сдерживающие градостроительные факторы и возможности городской среды;
- требования потребителей;
- внутренние ресурсы;
- имиджевая составляющая застройщика;
- уровень потребительских возможностей населения и др.
     Рассмотрение целей, установленных застройщиком в процессе стратегического планирования, целесообразно проводить с точки зрения предъявляемых к ним требований.
     Цели должны характеризоваться:
- конкретностью и измеримостью;
- ориентацией во времени;
- достижимостью;
- совместимостью.
     Таким образом, цели конкретизируют миссию застройщика, описывают гораздо больше областей деятельности организации и могут затрагивать намечаемое состояние прибыльности, долю рынков и уровень его конкурентоспособности, эффективность реализации инвестиционных проектов жилищной и социальной недвижимости, показатели объема выполняемых СМР и площадей введенного жилья, размера, состава и структуры кредитных ресурсов.
     Здесь уместен тезис о том, что «цели должны быть установлены для каждого вида деятельности девелопера-застройщика, который, по мнению компании, является важным и выполнение которого она хочет отслеживать и измерять».
     Эти и другие вопросы рассмотрены в настоящем номере журнала в докладах 7 секций прошедшей конференции.

   Быстрый темп перемен является частью сегодняшней жизни в большинстве развитых стран, в том числе и в России. Значительная часть этих перемен относится к области науки, технологий и техники, являясь в большой степени результатом всесторонних и глубоких программ исследований и разработок.
   В настоящем номере журнала представлены материалы по итогам прохождения производственной практики студентов НИУ МГСУ за рубежом на крупных строительных объектах Вьетнама и на очень сложном энергоатомном комплексе строительства объектов АЭС-1200 «Аккую» в Турции. Как известно, строительная профессия изменяет человека и оказывает влияние на его индивидуальность. Условия и содержание подобных стажировок студентов позволяют определить им в будущем задачи, проекты и программы в области собственного развития.
   Проект — это работа для достижения отдельной, ясно определенной цели, задача — часть проекта, программа — множество проектов, выполняемых некоторой группой (отдел, компания, отрасль промышленности или даже страна в целом).
   Именно такие задачи и цели были поставлены перед студентами в рамках летней зарубежной практики, и результатом стало включение будущих инженеров в резерв компаний-застройщиков с приглашением их на работу в эти организации.

     22–23 марта 2024 года в г. Хошимин (Вьетнам) прошел XIII Международный научнопрактический форум «Экологические аспекты устойчивости строительства и управления объектами городской недвижимости», организованный Национальным исследовательским Московским государственным строительным университетом и Хошиминским архитектурным университетом.
     Форум имеет богатую многолетнюю историю, являясь ярким примером устойчивого международного сотрудничества, основанного на богатом опыте создания платформы для продуктивного диалога между учеными и практиками из России, Вьетнама и других азиатских стран, направленного на обмен научными разработками и практическим опытом реализации проектов устойчивого развития территорий в контексте экологической безопасности и применения энергоэффективных решений.
     За годы проведения форума участники из разных стран представили сотни докладов по современным и актуальным вопросам эколого-экономического обоснования эффективных решений в строительстве и недвижимости, экологической безопасности социальной, транспортной, инженерной инфраструктуры и другим фундаментальным и прикладным аспектам устойчивого развития строительной отрасли.
     В рамках научных секций прошедшего форума обсуждался широкий круг вопросов, имеющих важное значение для социально-экономического развития как в масштабе отдельных территорий, так и на государственном и международном уровне, ключевыми из которых стали:
– территориальное градостроительное планирование и механизмы адаптации обновления сложившейся застройки к природным условиям;
– инновационно-технические решения экоустойчивого строительства;
– управление жизненным циклом объекта строительства: технология, экономика, экспертиза;
– развитие городского хозяйства и модернизация жилищно-коммунальной инфраструктуры;
– стратегические направления развития городской транспортной инфраструктуры;
– инновационно-технические и информационные системы «умного города»;
– экологический цикл и рациональное использование ресурсов в строительстве и недвижимости.
     Тематической основой настоящего номера журнала стали материалы избранных научных докладов участников форума.

     В г. Хошимине (Вьетнам) 22–23 марта 2024 г. пройдет XIII Международный научнопрактический форум, посвященный вопросам систематизации и анализу основных принципов современного экоустойчивого строительства. Организаторами форума выступают НИУ МГСУ (Россия) и Хошиминский архитектурно-строительный университет (Вьетнам).
    Существуют три основные инновационные модели развития, на которых строятся национальные инновационные системы государства, а именно:
– европейская, включающая все стадии государства инновационного процесса;
– азиатская, которая исключает фундаментальные исследования;
– модель «тройной спирали», предусматривающая взаимодействие трех институциальных векторов: университетов, бизнеса и власти. Модель «тройной спирали» является основой современного кластерного развития, в которой сотрудничество вышеуказанных секторов имеет не конкурирующий, а дополняющий синергетический вектор и результат. Концепция «зеленого квадрата», где имеется четыре структурных элемента (атомная электростанция, гидро-, ветро- и солнечная энергия), является основой современной городской экосистемы, ее инновационности и экоустойчивости.
     Так, развивая концепцию «зеленого квадрата», а также «зеленого строительства», и определяется главная цель — снижение экологического бремени для окружающей среды, которое несет в себе любой объект недвижимости как единица градостроительной среды. Это снижение достигается за счет энергоэффективного подхода, ресурсоэффективности, рециклинга, ревитализации и т.д.
     Эти и другие материалы, посвященные «зеленому строительству» и городской экосистеме, которые будут представлены на XIII Международном научно-практическом форуме, редакция опубликует во 2-м номере научного журнала.

Dear readers!


Being one of the most important infrastructure sectors of the Russian economy, construction ensures not only its viability and development, but also a comfortable living and operating environment.


Housing construction continued to develop at a rapid pace. At the same time, there is a structural shift towards individual housing construction. In short, under the conditions of growing sanctions pressure and reputational blockade of the Russian economy, it is construction that has become the most powerful factor that ensures not only sustainability, but also accelerated development of sectors that need import substitution, as well as determining the future parameters and advantages of the Russian economic model. Its vulnerability at present is a consequence of the contradictions and development risks accumulated over the last decades.


Construction, being the most important fund-creating industry providing structural and technological manoeuvre of the Russian economy, needs radical technical and technological transformation. The models of investment and construction activities also need to be updated.


Against the background of sanctions against the country's largest banks, the only operative solution to support the industry in the process of overcoming the limits of growth is to increase budget financing. Obviously, we are not talking about all projects, but only those strategically oriented to ensure economic and technological sovereignty. In the investment and construction sphere, it is an infrastructural boost, carried out on an expanding domestic technological base.

Настоящий выпуск журнала посвящен итогам VII Национальной научно-практической конференции с международным участием «Рынок недвижимости и тенденции его развития», прошедшей 23-24 ноября 2023 года в Национальном исследовательском Московском государственном строительном университете, и включает материалы докладов, представленных ее участниками.


Конференция, организованная кафедрой «Организация строительства и управление недвижимостью» НИУ МГСУ, собрала представительный состав участников со всей России и из зарубежных стран: на пленарном заседании заместитель министра строительства и ЖКХ РФ Константин Михайлик зачитал приветственное обращение министра Ирека Файзуллина к участникам конференции: «Для достижения стратегических целей развития отрасли министерством решается ряд важных задач, в том числе при активном взаимодействии с отраслевым консорциумом, созданным на базе МГСУ. Этому способствует широкое обсуждение в экспертном сообществе, направленное на поиск и разработку наиболее эффективных и инновационных подходов».


Широкий перечень научных и практических аспектов реализации актуальных задач развития жилищной сферы и инвестиционно-строительного комплекса нашел отражение в составе тематических секций конференции:



  • – Секция 1 — «Состояние и перспективы развития рынка жилищно-коммунальных услуг»;

  • – Секция 2 — «Механизм создания национального фонда наемных жилых домов социального использования»;

  • – Секция 3 — «Развитие системы оценки конкурентоспособности и рейтингования предприятий инвестиционно-строительного комплекса и жилищно-коммунального хозяйства»;

  • – Секция 4 — «Комплексное развитие новых территорий и обновление сложившейся жилой застройки»;

  • – Секция 5 — «Цифровые платформы и центры управления рынка недвижимости и жилищно-коммунальных услуг»;

  • – Секция 6 — «Строительный контроль, судебная строительно-техническая и стоимостная экспертизы на этапе возведения и эксплуатации объектов недвижимости».


В ходе конференции обсуждались вопросы развития рынка жилищно-коммунальных услуг и инвестиционно-строительного комплекса в целом, в рассмотрении проблем и решении отраслевых задач участвовали ведущие специалисты субъектов Российской Федерации, занятые в сфере строительства и управления объектами недвижимости.

As you know, solving the housing problem is one of the main tasks facing any society. It requires huge financial and time expenditures, as well as the ability of a large number of people to unite their efforts to achieve the goal.


In Russia, the housing problem has been and remains quite acute. This is largely due to the climate of the country, where only capital buildings with powerful thermal insulation are possible, and due to this, the cost of housing is high. The rapid urbanization of the country in the early 20th century, the resettlement of a huge number of people from rural to urban areas led to a housing deficit of such a scale that it took almost the entire last century to combat it.


One of the most important characteristics of housing provision is the presence of dilapidated and emergency housing stock. During the Soviet period, the state, being the main owner of the housing stock, did not provide a proper system of its maintenance and renovation. This situation deteriorated even more during the reform years.


Now 3.5 million people (about 2.5% of the Russian population) live in dilapidated and emergency houses that are not adapted for permanent residence. The number of families living in such houses is 18% of the number of families on the waiting list for better housing conditions.


 A significant proportion of citizens with low incomes are still unable to purchase housing. At the same time, we need to increase the mobility of the labour force, students, to make housing affordable for living in every city and town.


Acquisition of housing, apartments, rooms in ownership should be the most important, but not the only way to solve this problem, we should encourage the construction and actual use of rental housing, social rent apartments. We should provide housing to the residents of the liberated territories of Kherson, Zaporizhzhya regions, Donetsk and Luhansk republics.


The development of the institute of hired houses is now one of the main issues both for the residents of Donbas and for all residents of the Russian Federation in ensuring the housing rights of citizens.


These issues and the problem of the development of housing legislation in terms of the creation of social rental houses, as well as the mechanisms of realization of their construction and operation will be the subject of the National Conference, which will be held in November 2023 in Moscow on the basis of the National Research University of Moscow State University of Civil Engineering and Architecture.

The purpose of property management is to maintain the condition of a property in accordance with the design and improve its technical, environmental functions and standards wherever possible. Management costs are largely determined already at the time of new construction. Then the building's frame type, technical communications, interiors, finishes and design are chosen. With the increased responsibility of the builder, long-term sustainability issues have become even more important.


Whoever builds, owns or manages the property is responsible for the environmental impact of the built environment.


Many property owners are developing long-term maintenance plans or regional programmes based on an analysis of technological needs and economic opportunities. Property management can consist of three elements: administrative, economic and practical.


Administrative management deals with recruitment, inspection, personnel planning, operation and maintenance, procurement, etc. Economic management deals with the collection and management of funds, rents, payments, budgeting, accounting and financial reporting. Practical management deals with building and communication maintenance, day-to-day control, operational management, cleaning, etc.


The organization of the management process influences the result and the environmental work. Therefore, management companies and property owners have begun to introduce environmental management quality certification. This means that companies adopt an environmental policy and define environmental goals and objectives, taking into account the allocation of sufficient resources to achieve them within a specified time.


This issue focuses on these and other issues of environmental sustainability.

Improving the socio-economic efficiency of the expanded reproduction of historically urban areas in the context of rapid urban development is a crucial source for meeting the growing material and spiritual needs of the population.


In this context, the task of sustainable urban development is to synthesize resource flows and create adequate anthropological conditions for the implementation of the national programme "Strategy for Spatial Development of the Russian Federation" (2019) for the long term. All links of the urban economy are linked into a single complex system of spatial and territorial development.


The process of spatial-territorial development is the result of a highly complex relationship in the Nature-Society-Human system, and the management of urban real estate restructuring, as a set of tangible and intangible development resources localized in urban space and time, ensures their capitalization.


Finding and choosing the most effective solutions is an integral and essential part of the overall management of sustainable urban development. These searches should be carried out at every point in the urban renewal of the built environment, and especially at the junctions where the greatest risks and losses arise from inconsistencies in decision-making.


They interact both along the management vertical and at the territorial level through the implementation of life cycle contracts by different organizational forms of expanded reproduction of urban real estate. All the links have a multidimensional, multi-criteria character: restructuring processes are interconnected technologically, resource requirements, economic, social and environmental consequences. Finally, current, early and strategic decisions are closely interlinked in this system. This issue focuses on these and other problems of urban property development and how they can be solved.

The functioning of construction companies and organizations in the current turbulent conditions associated with the economic sanctions of the leading Western countries is affected by many external and internal, random and non-random factors that significantly affect the results of their activities. This is particularly linked to the outbreak of armed conflict, in which the use of heavy weapons in the territories of the former Soviet republics, along with the loss of life, results in large-scale destruction of buildings and structures and communal infrastructure. Each specific case of the nature of a building's collapse or existing damage must be reviewed by an expert 'builder' with specialized knowledge of mechanical safety. Enterprises and organizations of the investment and construction complex, working in these conditions to restore the destroyed housing stock, are a complex man-machine organizational and management system, including technical, technological, economic, environmental and social subsystems.


They are characterized by a certain level of reliability that needs to be taken into account in their activities related to the rehabilitation of the housing stock and public infrastructure.


From this issue onwards, the editorial board will be publishing articles related to methods of repairing damaged buildings, structures and the reliability of investment and construction companies operating in emergency conditions.

This issue of the magazine is devoted to the results of the National Scientific-Practical Conference with international participation "Housing and Urban Environment" held on 20-21 October 2022 at the National Research Moscow State University of Civil Engineering and includes materials of the reports presented by its participants.


The conference, organized by the Department of Organization of Construction and Real Estate Management of the Moscow State University of Civil Engineering, brought together a representative mix of participants from across Russia and abroad: the plenary session was addressed by Irek Faizullin, Minister of Construction and Housing and Communal Services of the Russian Federation, the conference sections were attended by academics, representatives of government and commercial organizations, leading property developers and developers. The international partners of the conference were the Hanoi University of Architecture (Vietnam), Ho Chi Minh City University of Architecture (Vietnam), Private Institute of Management and Entrepreneurship (Belarus), and leading construction companies in Kazakhstan.


The content context of the conference was primarily determined by the National Project "Housing and Urban Environment", the main goals of which are to provide affordable housing for middle-income families, increase housing construction, improve the comfort of the urban environment and create a mechanism for direct citizen participation in shaping a comfortable urban environment.


A wide range of scientific and practical aspects of the implementation of current challenges to housing development were reflected in the composition of the thematic sections of the conference:


Section 1 - Integrated Urban Development;
Section 2 - Housing Management;
Section 3 - Housing and Public Infrastructure;
Section 4 - Urban Renovation and Rehabilitation;
Section 5 - Digital Platforms and Control Centres;
Section 6 - Forensic Construction and Value Engineering in Housing;

The conference resulted in the formulation of consolidated proposals to develop institutions and improve the mechanisms of cooperation between the participants in the housing and utilities sector and the investment and construction complex in order to ensure the progressive dynamics of socio-economic development of the country's territories.

The housing market in Russia is one of the key segments of the national economy with high socioeconomic importance. A feature of modern housing construction is the high level of investment attractiveness of this type of market, with the volume of housing commissioned in 2020-2021 reaching record levels. The volumes of housing commissioned in 2020-2021 are reaching record levels. The presence of a large number of developers, contractors, lending institutions, individuals (home buyers) and other market players creates a complex partnership business environment with a high level of risk. Each year, more than 1 million homebuyers invest their own funds through developers to the tune of RUB 4trl, which is comparable to 20% of the country's projected state budget income for the current year.


The high importance of implementing the state strategy of forming an affordable housing market makes special demands on the social and economic responsibility of the key participant in the housing market - the developer - to its obligations to housing buyers (co-investors).


The main peculiarities of project financing of facilities from the residential real estate market for the segment of apartment buildings are as follows: mandatory conclusion of an equity participation agreement; state registration of transactions; constant quarterly monitoring of the financial condition of developers; publicity of the developer on the basis of the project declaration; control of the developer by SROs; control over a sufficient amount of the developer's charter capital; availability of bank control over the targeted use of the developer's funds.


The negative aspects of this development also include the projected increase in concentration rates in housing markets. This has already led to a significant liquidation of small and medium-sized development companies and the dominance of large businesses. The competitive environment has deteriorated and the oligopoly type of market is increasingly developing, with 12-15 construction groups already able to control up to 70-80% of all apartment house construction volumes. This situation, in addition to international sanctions, leads to an additional increase in the cost of housing and a decrease in affordability. These and other problems of housing policy will be the focus of the programme of the national conference "Housing and Urban Environment" held on 20-21 October 2022 in Moscow State University of Science and Technology with the support and participation of the Russian Ministry of Construction, Ministry of Economic Development, Ministry of Industry and Trade, Ministry of Agriculture and Construction and the relevant committees of the Russian State Duma.

The aggregate potential of an investment-construction enterprise is a measure of its capabilities, which are formed as a result of the interaction of basic production assets, labour resources, current and intangible assets, taking into account marketing activities.


The development of any enterprise capability is a spiral process: the realization of the capabilities that a capability at a given level represents reflects new opportunities for the development of higher-level capabilities, i.e. moving to a higher level.


The aggregate potential of a construction enterprise is determined by the potential capacity, which is an assessment of its capacity to produce a volume of finished construction products (type of services) of the required quality in a certain period of time, i.e. it is an integral assessment of the performance of the production and construction system (hereinafter - PCS).


System performance is defined by a set of indicator indicators that constitute the results of the investment and construction activities of the enterprise. In other words, consumers pay for finished construction products (goods and services), receive them, use them, react to them, and we can and should monitor production results as a measure of system performance.


System of performance indicators: competitiveness, cost-effectiveness, quality of products (services), profitability, productivity, profitability of sales, innovation, taking into account the entropy of market demand and supply.


The cumulative potential of the PCS characterizes the maximum possible potential intensity realized by the enterprise in obtaining the final finished construction product.


It is based, on the one hand, on the information about the project (characteristics of the finished construction products and regulatory requirements for their implementation processes) reflected in the contractual documentation form and, on the other hand, on the characteristics of the PCS workforce supporting the implementation of the investment project.


According to the results of the analysis of the control sample by scientists of the Moscow State University of Civil Engineering and Architecture (154 construction enterprises, 2021) it was determined that more than 70% of construction enterprises have the value of efficiency in the use of aggregate potential below the average level (per unit of production and financial resources). This once again confirms that there are significant reserves for increasing the potential intensity of construction enterprises.

One of the priorities in the development of the construction industry is the introduction of innovative technologies. The use of innovative technologies includes technological modernization of equipment, reconstruction of buildings, improving the environmental compatibility of construction production, expanding the list of products, controlling and regulating air quality in buildings, creating a barrier-free environment for people with disabilities (special lifts, wide doorways, ramps, etc.), glazing and orientation of rooms taking into account the sides of the world, etc.


Production innovations should focus on expanding production capacity, diversifying production activities, reducing energy consumption, reducing emissions, and using secondary raw materials in the production of building materials. An important issue remains the introduction of modern methods of planning of production activities, application of new forms of management in construction. They should be aimed at improving the organizational structure of companies, selection of strategic goals and objectives, decision-making methods based on the strategic analysis of the company's activities.


The creation and implementation of an information model is a fundamentally new approach to the processes of managing design, construction, equipping and ensuring the quality operation and maintenance of buildings.

The housing and communal services (HCS) is one of the key elements of the socio-economic activities of the state. The housing rights of citizens, including the maintenance and repair of housing and the provision of utilities, must be matched by the capacity to realize them through both market mechanisms and budgetary support.


The annual turnover of the housing and utilities sector is estimated at RUB 6.4 trillion in 2020 (about 6% of Russia's GDP). The sector employs over 2 million people and employs about 41,000 organizations.


The regional programmes for capital repairs of apartment buildings include 724,000 apartment buildings with an area of 2.6 billion m2 and a population of about 90 million (2/3 of the country's population).


The housing and utilities sector is characterized by an unsatisfactory state of assets, as well as accelerated degradation of fixed assets and low environmental efficiency.


The share of utility infrastructure networks in need of replacement in the total length of networks (at the end of 2020, according to Rosstat)


• heat supply networks - 30.8 % out of 167.4 thousand km (2 % or 3.4 thousand km replaced), losses - 12.3 %;


• water supply networks - 43.5 % out of 584.1 thousand km (1.1 % or 6.2 thousand km replaced), leakage and unaccounted water consumption - 22.9 %;


• sewerage networks - 45.6 % out of 200.8 thousand km (0.4 % or 0.8 thousand km replaced).


"The revenue shortfall for all utilities in the Russian Federation (before a 4% increase) was about RUB 30 billion in 2020 and about RUB 20 billion in 2021.


In order to solve these problems, it is necessary to:


• Increase the amount of attracted funds from the National Welfare Fund by half (to RUR 300 billion);


• Make the transition to a long-term pricing model in the utilities sector, where the main method of sectoral pricing will be the peer comparison method using benchmark cost values;


• Change approaches to support the socially vulnerable population by reducing the maximum amount of payment for utility services in aggregate income (from 22 to 15% within 5 years);


• Continue modernization of heat supply sources in
