The aggregate potential of an investment-construction enterprise is a measure of its capabilities, which are formed as a result of the interaction of basic production assets, labour resources, current and intangible assets, taking into account marketing activities.

The development of any enterprise capability is a spiral process: the realization of the capabilities that a capability at a given level represents reflects new opportunities for the development of higher-level capabilities, i.e. moving to a higher level.

The aggregate potential of a construction enterprise is determined by the potential capacity, which is an assessment of its capacity to produce a volume of finished construction products (type of services) of the required quality in a certain period of time, i.e. it is an integral assessment of the performance of the production and construction system (hereinafter - PCS).

System performance is defined by a set of indicator indicators that constitute the results of the investment and construction activities of the enterprise. In other words, consumers pay for finished construction products (goods and services), receive them, use them, react to them, and we can and should monitor production results as a measure of system performance.

System of performance indicators: competitiveness, cost-effectiveness, quality of products (services), profitability, productivity, profitability of sales, innovation, taking into account the entropy of market demand and supply.

The cumulative potential of the PCS characterizes the maximum possible potential intensity realized by the enterprise in obtaining the final finished construction product.

It is based, on the one hand, on the information about the project (characteristics of the finished construction products and regulatory requirements for their implementation processes) reflected in the contractual documentation form and, on the other hand, on the characteristics of the PCS workforce supporting the implementation of the investment project.

According to the results of the analysis of the control sample by scientists of the Moscow State University of Civil Engineering and Architecture (154 construction enterprises, 2021) it was determined that more than 70% of construction enterprises have the value of efficiency in the use of aggregate potential below the average level (per unit of production and financial resources). This once again confirms that there are significant reserves for increasing the potential intensity of construction enterprises.
