Indicators characterizing integration between investment construction companies and special economic zones in the course of implementation of an investment and construction project

Abstract

The article addresses the generation of indicators characterizing the process of integration of investment and construction enterprises (ICE) and special economic zones (SEZ) in the course of implementation of investment and construction projects (ICP). The objective is to examine the external and internal environments of the subjects of interaction, given that these environments have factors of the meso-environment and the micro-environment. The key approach, used to synthesize the indicators, includes the analysis of information flows that take into account the prospects for the implementation of an ICP in a SEZ, and the efficiency assessment of the involvement of an ICE enterprise in the construction of a building, based on the analysis of financial and economic activities of the object under study (an ICE enterprise), the calculation of the rate of return and the cost effectiveness of investments, demonstrating the likelihood of integration of SEZ and ICE enterprises. The integrated monitoring of the information environment of impacts, produced by the entities of various origin, allows developing indicators of ualitative and quantitative characteristics of the subject of research with account taken of the external and internal effects that contribute to integration, or externalities and internalities. Having identified the nature of the influence, produced by external and internal effects, one can predict the scope of benefits and costs for interacting parties and demonstrate the strengths and weaknesses of potential integration of ICE enterprises and SEZ in the course of implementation of an investment and construction project. The monitoring results are presented as matrices of absolute and relative indicators that need to be brought to unified dimensions. The authors of the article suggest using a new system of indicators to attain strategic development goals set in the documents governing the improvement of the construction industry by solving the problem of the spotty siting of SEZs to implement sophisticated and unique ICPs.
